Executive Summary
Overqualification is a large problem for both EU and non-EU migrants coming to the Netherlands. Lack of qualification recognition, social support, and inadequate employment policies push labour migrants to take jobs below their skill level, wasting human capital and reducing economic efficiency. Therefore, this policy paper aims to summarize insights from existing research to reduce overqualification. Literature reveals the possible positive role of the following group of actions: (1) a faster and more efficient recognition process of education and training credentials; (2) training and internship programmes that enable migrants to adapt their existing skills to the Dutch labour market, (3); and improving matching between migrants and employers.
